Russia warned yesterday it will use its military might - and not diplomacy - to prevent the United States from deploying a missile defense shield close to its borders.
The blunt threat came hours after Secretary of State Condoleezza Rice won a promise from the Czech Republic to base US radar on that former Soviet ally's soil.
"We will be forced to react not with diplomatic methods, but with military-technical methods," the Russian foreign ministry said.
Russia's new president, Dmitry Medvedev, failed to change President Bush's mind about the project - the biggest issue dividing the two countries - when they met for the first time at the G-8 summit in Japan last weekend.
Bush described Medvedev, Vladimir Putin's hand-picked successor, as "very comfortable . . . confident" and added, "I believe that when he tells me something, he means it."
The United States and Russia have been headed for a blowup for two years over the American plan to create a sophisticated shield, based on a radar tracking station in the Czech Republic and an arsenal of interceptor missiles in Poland.
Russia bitterly opposes the shield, which it says will change the balance of power. The Kremlin has threatened to move its own missiles closer to the Czech Republic and Poland and to take aim at the proposed shield sites.
Rice emphasized the US argument again yesterday that the shield is not aimed at Russia, but is a defense against an attack on Europe from the Mideast.
"We face with the Iranians, and so do our allies and friends, a growing missile threat that is growing ever longer and ever deeper and where the Iranian appetite for nuclear technology to this point is still unchecked," Rice said in Prague.
"Ballistic missile proliferation is not an imaginary threat," she said after winning Czech consent to sign a formal agreement to have the radar in its territory.
Russia's pressure on its former allies in the Soviet bloc prompted Poland to back away from allowing the anti-ballistic missiles on its soil.
The Bush administration expressed interest in basing the missiles in Lithuania, further enraging the Kremlin.
Last year, Putin surprised Bush by offering to put a joint US-Russia radar system in Azerbaijan, on Iran's border. But US officials pursued the European plan instead.

US/NWO Moves to Anger Russia in UN:
UNITED NATIONS, Aug 10 (Reuters) - The United States will offer a U.N. Security Council resolution later on Sunday condemning the Russian military "assault" against Georgia as unacceptable, a U.S. spokesman said.
The spokesman for the U.S. delegation at the United Nations, Richard Grenell, told Reuters: "We will offer a resolution today that makes clear that the Russian actions in Georgia are unacceptable to the international community and we condemn this military assault."
Russia, which is a permanent veto-wielding member of the council and can single-handedly block any U.S. resolution, had no immediate response to the announcement.
"We'll see what's in there, then we'll know what to do," Russia's U.N. Ambassador Vitaly Churkin told Reuters.
In Georgia, Russian troops took the capital of the separatist Georgian region of South Ossetia earlier on Sunday after a three-day battle as Georgian forces retreated and the Tbilisi government offered a ceasefire and talks.
The United States earlier warned Moscow that any further military escalation in Georgia could have a "significant, long-term impact" on relations. It called on Russia and Georgia to end hostilities and return to their pre-conflict positions.
"It's too bad that the Russians didn't leave the shooting to the Olympic competition yesterday in which the Russians and the Georgians peacefully shared silver and bronze medals," Grenell said. (Reporting by Louis Charbonneau at the United Nations, Editing by Alan Elsner )

Israel has entered the last phase of its war preparations against Iran. Recent resignation of Israeli Prime Minister Ehud Olmert, a proponent of negotiations and concessions, and several other factors speak well for the imminent war. Israel’s recent creation of the US missile defense shield can be another addition on the list. The US administration also tries to use the Israeli forces to play a dirty trick on Russia.

The resignation of the Israeli prime minister has become another reason to raise the subject of imminent war between Israel and Iran. Many Israeli politicians dislike Ehud Olmert’s views on the need to conduct negotiations with neighboring states, as well as his intention to discuss an opportunity to return Golan Heights to Syria.
There are other aspects which testify to a possible war in the nearest future. The USA is going to ship a radar station to Israel to track down missile launches. Furthermore, the United States intends to use the radar together with Israel . The USA will provide Israel with early missile launch prevention information, as well as technical and financial aid for the creation of the missile defense system.
According to Israeli Defense Minister Ehud Barak, the radar station will be deployed in Israel before the new US administration officially takes the White House in January 2009.
The US administration believes that the radar station is required to defend Israel against Iranian missiles. It does not go about the deployment of interceptor missiles yet. Nevertheless, it is obvious that the distance to Iran is almost the same as the distance to Russia, which vehemently opposes the deployment of US missile system in Europe.
The station will give the USA an opportunity to use its radar towards Russia freely, without any explanations or control. In addition, the station will give Israel more confidence in its war preparations.
Israel acts by the law of war and seriously prepares to attack Iran’s nuclear objects. It transpired that the top Israeli administration had had a secret meeting with architect of Operation Opera, Retired General Aviam Sela. It was Sela, who planned the surprised Israeli air strike against the Iraqi nuclear reactor 27 years ago. In addition to Opera, the general also elaborated and conducted several operations to destroy Syrian air defense batteries in Lebanon during the First Lebanese War in 1982.
Israeli officials have been talking about Iranian nuclear threat for about a decade. However, now is the time, when Tel Aviv seriously considers a question about the use of military force against Iran . The nuclear issue is obviously the key question in the opposition between Iran and Israel, but there is a more global question, which explains why Israel fears Iran.

Gen Yuri Baluyevsky said Russia had no plans to attack anyone, but it was important that other countries clearly understood its leaders' resolve.
Correspondents say the general's remarks do not mark a shift in policy.
But they are the latest in a string of assertive comments from Moscow when relations with the West are strained.
In a speech to a military conference broadcast on state-run cable TV, Gen Baluyevsky said there were potential threats to Russia from international terrorism or countries seeking global or regional hegemony.
"We do not intend to attack anyone, but we consider it necessary for all our partners in the world community to clearly understand ... that to defend the sovereignty and territorial integrity of Russia and its allies, military forces will be used, including preventively, including with the use of nuclear weapons," he said.
Conventional decline
President Vladimir Putin approved a new military doctrine in 2000 which stated that Russia might use nuclear weapons against nuclear or large-scale conventional attack.
Analysts say the doctrine reflects the decline in Russia's conventional forces, which can no longer be relied upon to counter aggression.
But correspondents say it is unusual for a defence official to specifically mention nuclear weapons in remarks on preventive strikes.
The remarks come days after Mr Putin appointed hardliner Dmitri Rogozin as the country's new ambassador to Nato.
Relations with the West have deteriorated in recent years, most notably with Moscow strongly opposing plans by the alliance to set up missile defence sites in Poland and the Czech Republic.
Russia has responded by suspending the Conventional Forces in Europe (CFE) Treaty.What are your thoughts?
